| A. | It is well known that a world-wide initiative is being developed for the purpose of increasing security in the supply chain. |
| B. | One of the basic requirement of this initiative is a clear and accurate identification of the importers, suppliers and goods on the import documents (Bill of Lading and Import Manifest). |
| C. | Within the framework of this international initiative, and in order to improve the control capabilities of the Israeli authorities, it has been decided that as of November 1, 2003, Bills of Lading of importation shipments and Import Manifests submitted by shipping and airline companies and international freight forwarders must include the name and legal entity number (importer number) of the importer, the name and legal entity number of the foreign supplier in his country , and an unequivocal description of the goods including their four digit classification code. |
| D. | In cases where the consignee listed on the Bill of Lading is a bank or is listed as "To Order", the name and registration number of the importer must be noted in the "Notify" field. |
| E. | In cases where the consignee on the Bill of Lading is listed as "To Order" and the "Notify" party is a local agent and at the time of issuing of the Bill of Lading the identity of the final importer is not known, the registration number of the local agent must be noted in the "Notify" field. |
| F. | The identification of the importer of shipments (by private persons), will be their identification card number, or the passport number if the consignee does not have an Israeli identification number (foreign resident). |
| G. | In cases of shipments sent as cargo (manifested) arrive under an A.T.A. Carnet, the registration number of the party indicated as the Consignee or the "Notify" party (in the A.T.A. Carnet) must be noted on the Bill of Lading, similar to requirements of regular import shipments. |
| H. | If the shipment is in transit or transshipped via Israel and is destined for another country, the registration number of the local shipping agent must be noted. |
| I. | If the shipment contains various types of goods classified in different customs headings, the three main customs heading (four digits), according to their value, must be noted. |
| J. | As mentioned above, as of November 1, 2003 Bills of Lading and Import Manifests must include the name and legal entity number of the importer and the supplier and an unequivocal description of the goods including their four digit classification code. The Customs Authority will notify parties who fail to provide this information, without taking any further steps for a three month period |
| K. | As of February 1, 2004, the Department of Customs and V.A.T. will not accept anonymous Import documents which do not include a clear and accurate identification of the importer and supplier including their registration number and an unequivocal description of the goods including their classification. Failure to include this information will result in an intensive inspection of the shipment with a possibility of a delay in the clearance of the goods. |
| L. | All Israeli importers, shipping and airline
companies and international freight forwarders must notify this decision
to their suppliers, clients, correspondents, and to all the shipping and
airline companies, customs agents and international forwarders whom they
work with in Israel and abroad. In addition, the Registration Number of
the importers must be provided to the above mentioned persons, so that all
parties involved in the International trade with Israel will be adequately
prepared. The name and I.D./Registration number of the importer and supplier will become an inseparable part of the information appearing on the Bill of Lading and the Manifest, similar to the address of the importer or the supplier. General and non-binding descriptions of goods such ad "General Cargo" and "F.A.K." (Freight All Kind) will no longer be acceptable. |
| M. | The target date for the complete implementation of this initiative is November 1, 2003, however all participants in Israeli foreign trade are requested to begin as soon as possible the inclusion of the above mentioned information on the Bill of Lading and Import Manifests, in order to ensure the smooth and well-organized implementation of the initiative by the set date. |
